We forwarded this email to the plumber.

As we cannot use the combined drain on the site, we need to lodge a New Sewer Application to Urban Utilities.

Since the sewer is not located under the pavement – as it should be -, we need to hire a consultant. Fortunately BE Collective is on there preferred consultant list, so we sent them a quote request to do this job.

Apologies for the delay in getting back to you. We have just moved offices.

The QUU application process is a lengthy one, and is split into 4 phases. The required documentation and fees are summarized below:

Phase 1 – The Preliminary Application

Documents required include:

• Signed owner’s consent form
• Preliminary design plans (Including indicative property connection type, size and location) produced and submitted by QUU Endorsed Engineering Consultant
• Property Information Spreadsheet
• (Optional) Survey Plan, DA Approved Plans and conditions, Hydraulic documentation (The more we provide, the faster we receive approval)

Preliminary Application Fee = $564 per service. Once all fees and documentation are paid and submitted, it will take up to 20 business days to receive preliminary approval.

Phase 2 – Design and Construction Phase Approval

Documents required include:

• Design Package (Single PDF containing finalized plans with RPEQ sign-off, Design certificate) produced and submitted by QUU Endorsed Engineering Consultant
• Pre-Construction Phase Job Plan, filled in by the contractor performing works

Design and Construction Phase Fee per service = $564. Once all fees are paid and documentation are submitted, typically QUU will take up to 10 days to approve plans and issue a network access permit approval (And construction can begin)

Phase 3 – As-Constructed Package

Documents required include:

–  As-constructed produced and submitted by QUU Endorsed Engineering Consultant
–  Completed and signed water meter installation form

–  Pipe-layer’s accreditation
–  ADAC as-constructed survey documentation
–  Test results, including pressure tests, bacteriological tests (As relevant)
–  Product and Material certificates and structural certificates
–  Easement agreements and other authorizations as necessary

An On-maintenance inspection by a certified RPEQ is required for QUU approval as well.

As-Constructed Fee per service: $450 – Assessment time varies

Phase 4 – End of Maintenance Package

Documents required include:

• End of Maintenance Period Inspection Report by QUU Endorsed Engineering Consultant

It is possible On-Maintenance and one Off-Maintenance inspections by a certified RPEQ may not be required for QUU Maintenance Package Approval.

The End of Maintenance fee is project-specific.

Who organises and pays for the Plumbing And Drainage Permit?

It can be organised by the certifier, the plumber, or the builder.

The PlumbSMART application is $808, the normal Domestic Plumbing application is $810.

We need to upload the Approved Plans to the Council’s website.

PlumbSMART
Council’s PlumbSMART process streamlines the approval of domestic Class 1 plumbing applications. New domestic dwellings located on individual lots which have their own direct connections to Queensland Urban Utilities’ sewer and water supply networks are eligible to use this process.

PlumbSMART cannot be used for properties that are connected by combined sanitary drains, community title schemes or have an on site wastewater treatment system.
